But it makes so much sense to me to disentangle penalties/cards from free kicks. In addition to allowing refs to call non-PK fouls in the box, why not let them assess PKs for plays outside the box that prevent clear goal-scoring opportunities? Right now the refs only recourse for last-man-back fouls is a red card.<br /><br />Another proposal I had was to shift the PK line back far enough that scoring is a maybe 25% (50%?) proposition, which would also make refs more inclined to call penalties, which in turn would mean more careful defending in the box.
